Haiyan’s Preschool Education Won National Honor

  • Recently, the Ministry of Education unveiled the 2024 list of counties, cities, and districts recognized for achieving universal and inclusive preschool education, with 301 entities making the cut. Haiyan County proudly earned a spot on this prestigious list.

    In recent years, building on its status as one of the first counties in the nation to achieve high-quality and balanced development in compulsory education, Haiyan has been actively developing a preschool education public service system characterized by government-led, public welfare-oriented, covering both urban and rural areas, and featuring high quality and balanced development. The county is striving to establish a new benchmark for inclusive and high-quality preschool education.

    Haiyan was the first in the province to pilot a reform of the preschool education management system under the theme "county-led and county-town joint management." This initiative involved the seamless transfer of 12 rural public kindergartens to unified county-level management and the introduction of a "three-in-one" evaluation and promotion model for private kindergartens. These efforts have effectively addressed bottlenecks hindering preschool education development and have significantly advanced balanced preschool education growth within the county.

    Additionally, Haiyan has formed seven "preschool education alliance" communities. These alliances, spearheaded by seven provincial modern kindergartens located in urban areas, include both public and private kindergartens from towns and sub-districts as members. Over 120 collaborative and demonstration activities have been conducted, successfully elevating about one-third of the county's private kindergartens to provincial second-class status.
