Measures Taken in Haiyan to Create Conditions for Businesses to Enjoy Preferable Policies Precisely and Rapidly

  • Many enterprises find it difficult to obtain supports from and understand the terms of businesses-favorable policies. Since the beginning of 2025, Haiyan has set up the “Haiyan’s Business Policy Consultation” zone at zjzwfw.gov.cn to serve as Jiaxing’s first “Policy Calculator”, which leverages intelligent matching, and upgrades services to transform “businesses seeking policies” into “policies seeking businesses” through “one click”.

    In the first half of 2025, Government Service Center of Haiyan began to operate this “Policy Calculator” and integrated it with another business favorable platform “Supporting Haiyan’s Enterprises”, establishing a new service mechanism centered on “precision matching, efficiency enhancement, and ecosystem optimization”, and shifting “government-supplied to business-driven services”. This new “Policy Calculator” employs cutting-edge algorithms to deeply analyze relevant policies to build multidimensional enterprise profiles. After the businesses input basic information, they can obtain instantly personalized policy lists and optimization suggestions, translating complex policies clauses into clear guidance.

    The “Policy Calculator” serves as a service application center, a policy marketplace and a subsidy disclosure center, and can help businesses realize policy searching, policy matching, fund application and disbursement, etc. With just a click, businesses can complete the entire process from seeking policies to applying funds. Through real-time consultation responses, precise diagnosis, and dynamic progress tracking, it shifts pro-business services from passive to proactive reactions. After its operation, it has integrated 13 policies and 218 application items, dealt with 58 corporate applications, and disbursed 573,200 yuan to enterprises precisely. Moving forward, the county will amplify the role of government affairs services, focus on the implementation of priority initiatives regularly, introduce more integrated “one-stop” scenarios for high-demand services, expand from “efficient handling of single matters” to “efficient handling of categories of matters” to transform public services “available” to those “accessible and user-friendly”.
