Haiyan’s “Three Rural” Project Selected as a Provincial-level Pilot Initiative

  • Recently, the Zhejiang Provincial Department of Agriculture and Rural Affairs released the “Notice on Effectively Implementing the 2025 Project for Enhancing the Quality and Capacity of New Agricultural Business Entities.” Haiyan County has been designated as the sole pilot county (city, district) in Jiaxing for this initiative, tasked with promoting the pilot project that aims to establish an interest connection mechanism between new agricultural business entities and small-scale farmers.

    The pilot project is designed to support the growth of two key entities: farmers’ cooperatives and family farms. By fostering brand-oriented operations, the initiative seeks to create industrial scale advantages, thereby encouraging a number of local small-scale grain farmers to evolve into new standardized entities. This approach aims to enhance the development of farmers’ cooperatives and family farms across the province.

    Haiyan County will concentrate on achieving the performance goals set for the pilot project, focusing on three primary areas: strengthening the organizational foundation, enhancing operational quality, and bolstering service-driven capabilities. The county will prioritize the development of farmers’ cooperatives and family farms, cultivating a range of standardized entities characterized by moderate operational scale, standardized financial management, effective systems, optimized production and service, strong farmer connections, and a positive social reputation. This effort will provide valuable insights and experiences for the advancement of farmers’ cooperatives and family farms throughout Zhejiang province.
