Since the beginning of this year, Haiyan has stepped up efforts to stimulate the development vitality of self-employed individuals, provided more policy supports and guidance services for self-employed individuals, and optimized the registration approval process to fully support the transformation and upgrading of self-employed individuals with a certain scale into enterprises and optimize local economic structure, industrial structure and market entities for local economic high-quality development.

In order to improve “No. 1 Reform Project”, optimize business environment, support the transformation of self-employed individuals into enterprises, Zhejiang Province has implemented the “Implementation Proposals on Supporting transformation and Upgrading of Self-employed Individuals into Enterprises” since January 15 this year to support the self-employed individuals that have been registered, or have good development prospects and such a willing, or have been registered as taxpayers, as well as the self-employed individuals that have a large output value and are engaged in manufacturing, or have a large scale and are engaged in service industry to be transformed into enterprises.

Since the policy was implemented, Haiyan has taken ten measures beneficial to enterprises and people and optimized relevant services to support the transformation of self-employed individuals to enterprises.

The county provided strong policy supports. The member units of the Joint Meeting for Helping the Development of Self-employed Individuals of Haiyan worked closely to establish relevant systems, and issued “Notice of Implementing the Proposals on Vigorously Promoting the Development of Individual Economy of Haiyan”, getting preferential policies available to the enterprises transformed from self-employed individuals and stipulating the policies benefiting those transformed enterprises in terms of the tax incentive, financial support, real estate registration and social security. Moreover, the county freely offered the transformed enterprises the first set of enterprise seals, and exempted them from the settlement account management fees and annual fees for opening bank accounts, making those transformed enterprises start up its business in a “zero-cost” way.

In order to provide better access services, Bureau of Market Supervision of Haiyan has set up a special service window “Self-employed Individuals to Be Transformed into Enterprises” in the Government Service Center of Haiyan and in the service center of each town (sub-district). The staff directly guided self-employed individuals to make transformation registrations so that they did not any more go to the service centers for de-registration. What’s more, this service window sent directly the new registration information to the government departments concerning public security, human resources, social security, taxation, medical insurance and provident fund management, and the transformed enterprises could get enterprise seals, invoices and social security registrations in a more efficient way.

The county has actively helped foster self-employed individuals according to its industrial characteristics and development of industrial parks, conducted surveys in each town (sub-district) to see whether those self-employed individuals were up to transformation and upgrading conditions or not. As to those growing or developing self-employed individuals, efficient measures were made to familiarize them with relevant preferential policies, explain the advantages and development prospects to them after they were transformed into enterprises, and strive to eliminate their concerns that they could not or they were not willing to be transformed or they were afraid of being transformed by creating an active transformation atmosphere for them.
