For five consecutive years, Haiyan has been awarded an outstanding county for eight times in education performance assessments in Zhejiang, obtained Grade A and ranked first in Jiaxing in educational modernization development level supervision for the third consecutive year; its experience in compulsory education teachers’ job rotation reform was approved by Li Yanyi, a vice governor of Zheiang; the county passed provincial-level supervision and evaluation with distinction in building a county of preschool education popularization; the county’s education reform project “After-school Service ‘Supermarket Cluster’” won the first prize of the national basic education reform and obtained the opportunity to make on-site exchanges... In 2023, Education Bureau of Haiyan focused its attention on the national, provincial, municipal and county’s central work, fully implemented the Party’s educational policies, improved Haiyan’s education brand “high-quality in Haiyan” and highlighted education quality and safety to build  an education model county. The county’s education cause achieved vigorous development.

The county vigorously promoted reform, and educational interior driving forces tended to be stronger.

In recent years, the county has built a digital education platform “Haiyan·After-school Excellent Service”, introduced off-campus education resources in a normalized way, accurately applied education resources, supplied balanced education resources in the urban and rural areas, and actively introduced social forces such as off-campus non-disciplinary training organizations and after-school service alliances to improve after-school service quality. In 2023, Education Bureau of Haiyan upgraded this platform and introduced off-campus non-disciplinary training organizations and education associations, and this platform developed into a large education service “supermarket”.

This platform revitalized the county’s education resources. Ganpu, a town of the county. offered the course “Guqin of Zhejiang” (guqin: a seven-stringed plucked instrument), which was taught by Cai Qunhui, a national first-class performer and the representative inheritor of guqin of Zhejiang. Sci-tech Association of Haiyan and Culture and Tourism Bureau of Haiyan applied to offer 29 courses such as “Science Magic Show” and “Happy Football” to the “course supermarket”. Now, Haiyan’s after-school service model has been widely accepted in Zhejiang; relevant practices and theoretical achievements were published on the front page of China Education Daily and in the magazine Educator respectively; the relevant education case was awarded the first prize of the national “Local Education Reform and Innovation Achievement Award”, and the work experience was shared at the National Forum for Directors of Education Bureaus and at the “Round-table Meeting of Doubling Easing” (i.e. easing the burden of excessive homework and easing off-campus tutoring for students undergoing compulsory education) . “Haiyan·After-school Excellent Service” was rated as an excellent application of educational digital reform in Zhejiang.

In order to promote high-quality and balanced education, Education Bureau of Haiyan issued “Implementation Plan for Establishing Compulsory Education Community (Group) in Haiyan” in 2023 to optimize integration-based, co-construction-based and cooperation-based education communities to create an education group-based brand that helps excellent education be more excellent and weaker education stronger. Now the integration-based and co-construction-based education communities were established across the county. What’s more, the county implemented the reform on urban and rural teachers’ job rotations, established a perfect mechanism for the flow of urban and rural teachers, and created a platform for excellent education workers’ flow in an innovative matter.

Strict measures were made and implemented, and the Party building-led education vigor got stronger.

In November last year, a labour education class was given in Class 6, Grade 1 of Yuanji Senior High School with the theme of “Paying Tribute to Workers, Creating Happiness through Labor”, in which the teacher explained labor’s necessity and importance to students to strengthen their labour awareness.“We construct ‘vigorous schools’ with ‘vigorous Party building’ and create a ‘vigorous education’ brand for Yuanji Senior High School. We integrate ‘vigor’ into teaching reform, and this labour education class mirrors our vigorous education,” said Fan Guohua, principal of Yuanji Senior High School.

In 2023, Education Bureau of Haiyan focused on the Party building, firmly held the right education direction, improved the revolution education-led project, built 39 revolutionary education brands such as “Excellent Leadership” “Glory of the Party” and “Sunny Education” which were established in over 50% of schools. This bureau launched the initiative to raise awareness of the need to stay true to the Party’s founding mission and completed the three-year action plan for building schools free of corruption. Middle School of Shendang was rated as one of the second clean demonstration schools of Zhejiang, and the Party Committee of Yuanji Senior High School and that of Xiangyang Primary School Education Group were respectively rated as the demonstration Party organizations of secondary and primary schools of Zhejiang.

In 2023, Education Bureau of Haiyan focused its work on nurturing the root and soul of the nation, integrated grassroots Party building into placing importance on fostering virtue in education, ensured that students were on the right track when starting their lives, organized such theme activities as “My Effort in National Rejuvenation” “Children Love the Party” and “Red Boat Sailing to the Future and the New Era”, and carried out the pilot reform of comprehensive quality evaluation to promote students’ comprehensive and personalized growth. Every compulsory education school constructed characteristic sports basses and labor education bases, and the national and provincial honors won by students totaled 1,193.

The county issued “Implementation Proposals on Improving the Brand ‘High-quality Education in Haiyan’ to Promote Educational Comprehensive and High-quality Development”, and built a county-based high-quality whole-life education development system to achieve both progress in education and the Party building.

In 2024, it is time to embark on a new journey.

Education reflects millions of families’ expectation and affects people’s happiness index. In 2024, Education Bureau of Haiyan will continue to work hard, strive for the first, focus on “education quality, safety and teams” and implement “Ten Key Projects” to strive to take the lead in creating a county-based education model in realizing Chinese modernization.

The county will continue to work hard to improve education quality and strengthen preschool education to ensure the county can pass national-level supervision and evaluation with distinction in building a national county of preschool education popularization; the county will work hard to build a compulsory education brand, refine the five-year development achievements of high-quality and balanced compulsory education, strive to hold a national-level education seminar and a provincial-level education community (group) reform meeting; the county will work hard to revitalize senior high school education, implement “Three-year Action for the Rise of Senior High School of Haiyan” and find an education and training route for top-end innovators; the county will work hard to explore an integrated development route for middle and higher vocational education.

The county will work hard to keep schools safe and stable, improve schools’ safety facilities and standardize the safety facilities of all primary and secondary schools (kindergartens), construct a security management system and a closed-loop security management system to ensure students’ mental health and contribute Haiyan’s experience for Jiaxing to build a national experimental zone where schools, families and social forces jointly push educational development.

The county will work hard to strengthen teachers’ professional integrity and conduct, organize theme education activities regularly, establish an honor system for teachers, create a favorable atmosphere for excellent teachers to ensure the sound development of famous teachers; the county will implement the plan “Excellent Teachers of Haiyan”, establish 20 studios for famous teachers, improve teachers’ quality and ability and ensure the development of different levels of cadres in the education field to accelerate the growth of school-level cadres.
