Located in the east of Haiyan, Wuyuan Sub-district is the seat of the People’s Government of Haiyan County and the political, economic and cultural center of the county.

Haiyan is an ancient city with a new look. Established in 717, Wuyuan enjoys splendid culture and a 1,300-year history. It is the hometown of Zhang Yuanji- the founder of Commercial Press, Zhang Youyi-a national industrialist, Zhang Leping- the creator of children’s comic strips of China and Yu Hua- a famous writer now. With honest and kind residents, Wuyuan is rich in folk culture and art resources such as famous Haiyan Opera, Rolling Lantern of Haiyan, Songs of Constructors of Seawalls, which have become famous cultural brands of Haiyan. Now, it is improving the Qiyuan Garden, “eight parks” and moats, supporting Fish Scale-like Seawalls to apply to be listed d as a world cultural heritage site, and building the urban central areas of Haiyan into a “magnified version of Qiyuan Garden” to revitalize this ancient city. It has constructed new infrastructures, made organic renewal of the central urban areas, upgraded urban roads and pocket parks, and a number of landmark projects have been put into operation such as Beidajie History and Culture Block, Culture and Art Center (Tianxian Lake Park) and Platform for Watching the Sunrise of the Hangzhou Bay. It has intensified efforts to construct modern communities and future communities, for example, Nanmen Community has been built into one of the first provincial-level modern communities, and Guangming Community into a provincial-level leading future community.

Wuyuan is a culturally advanced city. Now it is National Civilization City, National Health City, National Garden City, and Provincial 4A Scenic City. It has put into operation the project “Zero direct discharge of sewage” at Zhongan Garden (a residential complex) and the water improvement project “Clear Rivers Flowing Village” at Guangming Garden (a residential complex). Garbage Sorting Center has been put into use to recycle, reduce and harmlessly dispose  domestic waste. Sea Garden of Haiyan is one of the second “Cells Free of Waste” of Jiaxing. Due to its efforts in improving rural human settlement, Wuyuan has taken the lead for its clean rural environment in comprehensive performances in Haiyan for years. It has strengthened urban delicacy management, taken special measures against illegal parking and cleared sundry goods, successfully creating provincial-level quality demonstration blocks and beautiful demonstration streets. Innovative measures have been taken to tap potential parking resources to alleviate parking shortage such as playing the role of “family parking spaces” and “parking at staggered time” of the parking spaces for staff. It has made surveys and improved the facilities of municipal works and gardens, and finished constructing Wenjin Greenway, Yanpingtang Greenway, Tianxianhu Park, Daqugang Greenway and Mosang Park. Yanpingtang Greenway now is the “Most Beautiful Greenway of Jiaxing”; Tuanjiegang Greenway is the “Tree-lined Green of Jiaxing” and Seaside Park of Haiyan is the “Most Beautiful Park of Jiaxing”.

Wuyuan is a famous city rich in culture. It attaches importance to cultural development and has constructed many cultural facilities such as Enterprise Culture Sub-center of “168” Entrepreneurship Park, 15-Minute-Walk Quality Culture and Life Circle in Futing Village, Guangming Intelligence Book Bar, Guangming Culture Center, Painting and Calligraphy Academy of Li Zihou and Fengming Art Academy. Characteristic lectures are held regularly such as “Voice of Sea Art” and “Slow Life of Sanmao”. In 2023, Wuyuan successfully applied for quality culture projects, the most in recent years. Great progress has been achieved in culture-tourism integration. In 2023, it held “Fun Life Festival” in Scenic Area of Venus and folk dragon boat culture activities of Jiaxing, which was broadcast live on CCTV. “Tide Voice Pavilion” has been repaired, and Intangible Cultural Heritage Hall of Haiyan is under rapid construction. Qiyuan Garden History and Culture Block is one of the first provincial-level history and culture blocks of the county. Wuyuan is making continuous efforts to build a culturally advanced city, carry forward Chinese traditional virtues and improve volunteers’ services.

Wuyuan is a secure and peaceful city. “141” Social Governance System has integrated the data on the intelligent fire control, social security management and the targeted management of law enforcement teams and grid-based teams to achieve quick responses to emergencies. Urban  basic data have been further improved to accelerate the construction of the integrated information platform for community-level governance to provide more services for residents. This sub-district has pushed ahead integrated administrative law enforcement reform so that it has established a provincial-level “Fengqiao Experience” team of comprehensive administrative law enforcement. Wuyuan regularly implements “Internet + supervisions” and “One-for-all Inspection” law enforcement models and has achieved the target “paying one visit to inspect various issues”. As a pilot unit, it effectively uses the platform “Listening to People’s Voice” and a closed-loop emergency disposal mechanism has been established. It has adhered to and developed the “Fengqiao Experience” of the new era, improved the mechanism of docking “complaints and investigations” and explored how to implement the system of “closure and disposal of terminated execution cases”. It has further optimized the mediation brand “Dispute Terminator”, enhanced the influence of the provincial-level mediation brand “Three Brothers” and attached importance to workplace safety and social stability, and no serious or major accidents occurred in 2023.

The journey towards future is promising. We must work hard, stay true to the general principle of pursuing progress while ensuring stability, promote stability through progress, build the new before discarding the old, fully and faithfully apply the new development philosophy on all fronts and “Double Eight Development Strategy”, vigorously promote innovation, reform and opening up, tackle difficulties, unswervingly exercise strict self-supervision and self-governance, consolidate and strengthen the momentum of economic recovery, improve people’s well-being, and maintain social harmony and stability to strive for the high-quality development.
