Economic Development Zone of Haiyan (Xitangqiao Sub-district) is located in the center of the Hangzhou-Jiaxing-Pinghu Plain, in the core of the Yangtze River Delta with the most vigorous economic development in China, and in the front of the Greater Bay Area of the Hangzhou Bay, so it is a key point for Jiaxing to integrate into the Yangtze River Delta and Shanghai, a “bridgehead” to connect the cities along the Hangzhou Bay and a center for Jiaxing to demonstrate its important role in the economic development of the Yangtze River Delta.

The development zone (sub-district) is a new city along the north bank of the Hangzhou Bay. Set up in July 1992, Economic Development Zone of Haiyan was established and upgraded to a province-level economic development zone in August 1994. With the construction of the Hangzhou Bay Bridge in September 2002, Haiyan New Zone of the Hangzhou Bay Bridge was established with the approval of Provincial People’s Government of Zhejiang as part of Economic Development Zone of Haiyan, which later merged with Haiyan Port Zone in February 2007. Xitangqiao Sub-district was established in the Economic Development Zone of Haiyan in October 2010, and both Economic Development Zone of Haiyan and Xitangqiao Sub-district shared the same administrative management system. In 2019, the development zone (sub-district) was further enlarged, and now it puts under its jurisdiction the core regions of the New Area of the Hangzhou Bay Bridge, Chengbei Industry Zone of Wuyuan and High-tech Zone of Wanghai.

This development zone (sub-district) is an open vigorous city. Located on the north of the Hangzhou Bay Bridge, it is one-hour drives from Shanghai, Hangzhou, Suzhou and Ningbo. A railway station of Shanghai-Pinghu-Haiyan Railway under rapid construction is to be constructed in the development zone (sub-district). In it there are rich resources such as Grade V Pinghu-Shanghai Shipping Lane and Haiyan Port Zone-a national Class-I open port. In recent years, it has established a characteristic platform made up of an entrepreneurship and innovation center, a zone for top-end foreign investment, an industrial park of new energies and new materials, an industrial park of new economy and a port-based industrial and logistic park.

The development zone (sub-district) is a city with leading manufacturing industries. It has intensified efforts to build a high-level advanced manufacturing base that has attracted a large number of top-end foreign investment projects from AP (Air Products), Amphenol and Valex of the United States, Cooper and Turner of the United Kingdom, FNA of Italy and Domo of Belgium, and domestic projects from the leading enterprises such as Mountain Eagle Paper, Zhejiang Concord Shouxin Steel Industry Co., Ltd., Lazzen, Sanjiang Chemicals Company, Rijiu Optoelectronics and Ningbo Deye Technology Co., Ltd. It has created an industrial pattern composed of digital economy, top-end equipment manufacturing, and strategic emerging industries ranging from 5G technologies, electronics, information, new energies, new materials and port-based industries to logistics. Its electronics and information industry chain and new energy and material industry chain have been included into the demonstration units of “Industry Chain Head System” of the economic development zones of Zhejiang. It has stayed in the “first group” of the development zones of Zhejiang for years, and now it is one of the “Top 100 Provincial-level Economic Development Zones of China”, one of the “Best Development Zones in Investment Environment of China”, one of the “Advanced Economic Development Zones of Zhejiang”, etc.

The development zone (sub-district) is a happy city. With balanced development, it has constructed and upgraded a number of infrastructure projects such as Apartment for Entrepreneurs, Anxin Apartment, kindergartens, schools for nine-year education, Culture and Sports Center, Elderly Care and Service Center, Xitangqiao Branch of People’s Hospital of Haiyan, commercial complexes, community-based neighborhood centers, family feast centers and multistory parking lots. Now it is “Beautiful Model Sub-district of the New Era”, “A Candidate for Low-carbon (Zero-carbon) Sub-district”, “Ecologically Friendly Sub-district”, “Healthy Sub-district”, “Model Sub-district Preventing Illegal Buildings” of Zhejiang , and “Beautiful Sub-district with Clean Water” and “Industrial Park Free of Waste” of Jiaxing.

In the future, the development zone (sub-district) will continue to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the “Double Eight Strategy”, keep in mind the instruction that Haiyan should serve as a model county in enhancing economic strengths of a county, building socialist new countryside and preserving the advanced nature of the Party, seize development opportunities, construct the Seaside New City of Haiyan into the sub-center of the county and an advanced manufacturing base along the Hangzhou Bay. It will strive to take the lead in realizing common prosperity of the socialism with Chinese characteristics and in high-quality development of Zhejiang and serve as a pioneer in buildingZhejiang into an important window fully demonstrating the superiority of the socialism with Chinese characteristics of the New Era to contribute more to advancing Chinese modernization.
