Qinshan Sub-district of Haiyan is located on the north bank of the Hangzhou Bay. Emperor Qin Shihuang (first emperor of China) once climbed up the mountains here to appreciate the East China Sea during his tour, so this region was later named Qinshan (shan in Chinese means mountains). In recent years, Qinshan has achieved rapid economic and social development, and has won many honors such as an industrial model base of new industrialization and a model sub-district free of heresy at the national level, and a characteristic town, a high-tech industrial park, an innovation development zone of the modern service sector and a model sub-district in constructing rural cultural auditoriums at the provincial level. It has set up a national-level model of the people’s mediation committee, and has created a pattern of development with good economic benefits, balanced urban-rural development, friendly ecological environment, continuous improvement of people’s life and stable and harmonious social development.

Qinshan is well located. Its New Qinshan Zone is only two kilometers away from the central urban areas of Haiyan. Within it, there is National Highway No. G525, Wuyuan-Yuanhua Highway and developed sea-river integrated transportation networks mainly composed of Qinshan Avenue in the south, Liupingshen Waterway in the north, Shanghai-Hangzhou Expressway, Hangzhou-Pudong Expressway, Shanghai-Jiaxing-Huzhou Expressway, Zhapu-Jiaxing-Suzhou Expressway, Jiaxing-Shaoxing Expressway and Hangzhou Bay Bridge Expressway.

Qinshan is culturally rich. Qinshan is also known as Qinzhushan and Qin Wangshan. The first Emperor of China, Qin Shihuang, ever visited here. In Qinshan there are many beautiful legends and relics about him such as “Qinshihuang Temple” “Qinshihuang Road” and “Qinshihuang Monument”. Besides, it boasts rich intangible culture heritages such as “Rolling Lantern”, “ Songs of Seawall Constructors” and “Tiger and Butterfly”. Recent years have witnessed its efforts to construct and improve rural cultural auditoriums and characteristic exhibition halls of each village, organize characteristic activities, improve culture teams, implement cultural projects benefiting the people and hold festival activities every year, which has greatly enriched people’s cultural life.

Qinshan is a model in rural revitalization. In 2006, Comrade Xi Jinping, then secretary of the CPC Zhejiang Provincial Committee, came to inspect Beituan Village and made an instruction that Haiyan should serve as a model in enhancing economic strengths of a county, building socialist new countryside and preserving the advanced nature of the Party. Over the years, Qinshan has fully implemented the rural revitalization strategy, and now it has taken the lead in modern agricultural development, urban-rural integrated development and beautiful countryside construction in Haiyan. It boasts such characteristic agricultural industries as the production of vegetables, fruits and flowers. Its public services like the elderly care, education and medical treatment are excellent and balanced. Its rural tourism is thriving, for example, its Nuclear Power Sci-tech Museum and Nuclear Power Town is a national-level 3A scenic spot. In Qinshan there are high-quality beautiful villages Wenxi, Beituan and Fengshan, two quality tourist routes “Beautiful Rural Tour” and “Nuclear Power Sci-tech Tour”. Yongxing is a national-level beautiful and habitable model village, and Beituan is a national-level culturally advanced village, a national-level model village in rural governance and a provincial-level model village for guarding revolutionary roots.

In the future, Qnshan will seize various development opportunities, accelerate efforts to integrate into the integrated development of the Yangtze River Delta on all fronts, encourage government departments and enterprises make joint efforts, make greater progress in constructing the isotope industrial park, optimize urban and rural development environment, improve people’s livelihood, build a demonstration model of common prosperity and serve as a pioneer and write a new chapter in advancing Chinese modernization.
