Located in the Hangzhou-Jiaxing-Huzhou Plain, Economic Development of Baibu (Baibu Town) is “A Land Flowing with Milk and Honey” and “A Capital of Silk”. Now it is a major town, a health town and an ecologically friendly town at the national level, and an economic development zone, culturally advanced town, characteristic town and a pilot town for a small city at the provincial level.

Baibu is a town with a developed transport network and innovative vitality. Located in the center of the city cluster of the Yangtze River Delta, it is about 100 kilometers away from Shanghai, Hangzhou, Suzhou and Ningbo, i.e., about one-hour drives from those cities. It boasts a developed water and land transportation network mainly composed of Jiaxing-Shaoxing Expressway, National Highway No. 524 and provincial-level Hangzhou-Pinghu-Shanghai Waterway. As an original industrial base of integrated ceilings of China, Baibu is known as “No.1 Town of Integrated Ceilings of China”. Since the end of 2023, its “Guide to the Standard of Intelligent Integrated Home Decoration (Suspended Ceilings)” has been one of the first guides to the standard of provincial-level major industries of Zhejiang, and its integrated home decoration industry chain has been the pilot industry chain implementing the “industry chain head” system in the provincial-level economic development zones of Zhejiang. Baibu is developed in manufacturing industry. On the basis of traditional leading enterprises like Youpon, Zhongda Holding Group and Zhejiang Jinda Group, many investment projects have been attracted to settle here from COSMX, Liven and DSV of Denmark. Driven by the development of intelligent integrated home decoration, lithium batteries and top-end equipment manufacturing, a 10-billion-yuan modern industrial cluster has taken initial shape. Besides, its traditional characteristic industries are still thriving such as intelligent home appliances, new textile materials and intelligent printing. The quality and efficiency of its industrial chain, supply chain and value chain have been further improved. With a higher value, its economy has achieved innovation-driven and low-carbon development, and its innovation-driven modern industrial systems have taken initiative shape. Due to its ideal business environment, the town has become an attractive region for digital economy and modern service industries, and an optimal region for innovation and starting up new businesses.

Baibu is a town where various elements converge and “Mountain-Ocean Collaboration Project” is implemented (The mountain here means underdeveloped regions and the ocean means developed regions). A platform integrating production, life and ecology has been established, continuously injecting powerful momentum into local high-quality development. In 2021, a 10-billion-yuan lithium battery project was attracted to Baibu from COSMX. In August 2022, an enclave economic cooperation project supported by Haiyan County and Jingning County settled in Baibu. To this end, Baibu has adopted an innovative cooperation model, i.e., “minimum earnings + return on investment, minimum earnings + rent sharing and minimum earnings + taxing sharing” to upgrade the “mountain-ocean” collaboration. While push ahead these two projects, the town will continue to strengthen, enrich and extend the industrial chain concerning intelligent home decoration, new energies and top-end equipment manufacturing, upgrade “sweet potato economy”（“Sweet potato economy” means enterprises’ markets and resources are both outside Zhejiang, which encourages enterprises like plants to make their “vines” grow in all directions, but their “roots” are still in Zhejiang.), and support the development of various industries and small enterprises. Now its economic development framework with different industries and reasonable structure has been built up, and new driving forces for economic development been strengthened.

With splendid culture, such as 7,000-year-history “Majiabang Culture” (5000 BC- 4000 BC), Baibu is an ideal town for people’s life and work. In Baibu, the painted pottery and a jade-inlaid ivory comb in the period of Songze Culture (about 5,900 years from now) were unearthed, the latter being unearthed for the first time in China. The town has made seven measures beneficial to the people to improve people’s well-being and health. A convenient life circle 15 minutes walks away from people’s homes has been formed. Great progress has been achieved in urban and industrial integration, urban revitalization, common prosperity and social governance. People’s life is happier, safer and more comfortable. The town boasts a 3A scenic spot, a province-level industrial tourism demonstration spot (Grammy). The facilities for business headquarters and tourism are in good condition. New projects beneficial to the people have been put into operation in Xinsheng Village, Xiaotian Village, etc. Beautiful countryside, rivers, lakes, factories and fields make the town more vigorous and energetic. A new public complaint work mechanism has been established to settle conflicts and disputes at source. Now in Baibu there are no provincial-level, municipal-level and county-level public complaint cases. Progress has been made in integrated administrative law enforcement reforms, and a quick response mechanism for finding and addressing problems has been established based on the construction of intelligent industrial parks.

Baibu is a leading town in the Party building. Adhering to rural revitalization led by the Party building, Baibu has laid a solid foundation and built a model for the Party building. The town has implemented the “Project of Guarding Revolutionary Roots”, further strengthened the basis of the Party building among government departments, public institutions, villages, communities, new economic organizations and new social organizations, integrated the Party building with enterprises’ business, and the role of the Party organizations with that of the Party members. The town has strengthened the work on the Party building, supported the development of enterprises beneficial to the people, improved the mechanism for the joint efforts in the Party building, and constructed common prosperity workshops. In 2023, the town built two new demonstration points on the Party building and is striving to build a provincial-level demonstration spot. Based on people’s needs, the town and villages under it are optimizing the CPC service facilities for the public, and will build a new Five-star level CPC service center for the public. The town is implementing the plan of improving the quality of the Party branch secretaries and training excellent Party branch secretaries of villages and communities, will set up a Party building-led integrated platform serving villages and communities and optimize community-level governance to further strengthen the competence of the Party organizations of the villages and communities.
