In recent years, Haiyan, a county of Zhejiang Province, has firmly adhered to the open and inclusive philosophy, continuously stimulated the innovative and entrepreneurial vitality of the overseas Chinese by building platforms, improving services and pooling overseas Chinese, and established perfect work mechanisms serving the introduction of investment, projects and talent to build Haiyan into a “fertile land” for overseas Chinese investment to promote high-quality development. For example, four overseas Chinese investment projects have been introduced to Economic Development Zone of Haiyan since this year.

In China there is a proverb going as follows, “When Chinese parasol trees are planted, phoenixes will come”. Haiyan has built various overseas Chinese innovation and entrepreneurship bases such as “Haichuang Park”, “Overseas Chinese Home” and “Overseas Chinese Living Room” in the Industrial Community of Intelligent Bay and Industrial Community of Baibuyun to serve as a bridge for overseas Chinese and their companies to start new businesses and make innovation. The Industrial Community of Intelligent Bay has won such honors as “Overseas Chinese Innovation and Entrepreneurship Base of Jiaxing”, “Overseas Chinese Innovation and Entrepreneurship Base of Zhejiang” and “Five-star Home for Overseas Chinese”, based on which Haiyan has attracted many top-end overseas Chinese to work and start businesses in Haiyan in recent two years.

Effect measures have been intensified in Haiyan to optimize business environment and serve overseas Chinese. The county has established a perfect “lawyer-accountant-tax agent-service group” system to give full play to professionals’ advantages, for example, they can interpret beneficial corporate policies, laws and rules to enterprises, and help them settle the problems concerning the law, tax and finance to enhance their risk prevention capabilities. The county has built a “School of Overseas Returnees” for “double services and double training”, hired entrepreneurial mentors to provide education training and entrepreneurship assistance and strengthen friendship, and established comprehensive service platforms for overseas returnees and new overseas Chinese to improve themselves and start new businesses.
