The year 2023 marked the fifth anniversary of the integrated development of the Yangtze River Delta as a national development strategy. In the past five years, Haiyan continuously improved smart government services and created conditions for sharing high-quality public services in a more convenient way. Now more than 150 cross-regional services can be provided online in Haiyan to play data’ role and bring more convenience to people and enterprises.

To realize online cross-provincial marriage registration is an epitome of Haiyan to participate in the integrated development of the Yangtze River Delta. Since June 1, 2023, the pilot provinces to handle cross-provincial marriage registration have totaled 21 like Shanghai, Jiangsu, Zhejiang, Anhui, etc, where applicants can apply for cross-provincial marriage registration without needing to return their own provinces for marriage registration. If both parties of the marriage have no registered permanent residences in the place where the residence permit is issued, they may apply for marriage registration at the marriage registration office of the place where the residence permit is issued when one party offers his or her household registration book and both parties offer their household certificates and identity cards; or they may choose to apply for marriage registration at either party’s registered permanent residence.

In this way, different regions and departments have been rid of the government service data barriers, and the marriage registration management information system has been nationally networked. In order to improve efficiency of the cross-provincial marriage registration, Haiyan has conducted operational training to ensure each marriage registrar can promptly master the provisions and requirements of the cross-provincial marriage registration. The county has provided intelligent equipment for the end such as multi-functional high-speed photographic apparatuses and multi-functional electronic signature screens that can meet electronic file management requirements and marriage registration applicants’ needs. Till now more than 500 people have benefited from the cross-provincial marriage registration services.

The county has created a digital life-circle service system serving people’s birth, education, marriage and retirement to make high-quality government services accompany every important moment of a person’s growth.

The cross-provincial application for ID cards for the first time began in the Yangtze River Delta region on October 20, 2021, and now has been common, and can be made across the country since October 31, 2022. The cross-provincial population flow is frequent in the Yangtze River Delta region, hence a large and a wide cross-provincial service needs. Many migrants to Haiyan need temporary ID cards. In order to meet their needs, the applications for temporary ID cards of the Yangtze River Delta region started on December 26, 2022. Citizens can apply for a temporary ID card at the service windows of local police stations if necessary when their registered residences are in the Yangtze River Delta region.

Now the applications for temporary ID cards have been expanded to the whole country, and the people outside their provinces can go to apply for temporary ID cards at any service windows nearby set up by police stations or public security bureaus, and the temporary ID cards can be issued within more than three working days, which is greatly convenient for people to go out for study and employment.

Today, a new picture of high-quality integrated development of the Yangtze River has been slowly unfolded. After the operation of the platform “Yangtze River Delta Government Services”, Haiyan can provide 125 kinds of government services through the offline service windows of the “Yangtze River Delta Government Services”, 170 kinds of government services online through self-service all-in-one terminals, and 159 kinds of government services online through the Cross-provincial Service Module of “Zhejiang Government Services”. Now the “Yangtze River Delta Government Services” has become a convenient service platform for the Yangtze River Delta region to provide public services of different fields and build an efficient and inclusive convenient service circle for people.

Haiyan has intensified constant efforts to participate in the integrated development of the Yangtze River Delta. On September 22, 2023, Jinshan of Shanghai, Haiyan and Pinghu of Zhejiang signed the “Cooperation Agreement on Providing Cross-provincial Government Services”, agreeing to use such technologies as audios, videos, screen sharing and remote operation to explore and provide remote virtual window services and much better online and offline services through the special service windows of the “Zhejiang Government Services”.

In order to create a good remote virtual window service model, Haiyan has sorted out high-frequency and easily operable cross-provincial government services in advance, built technological platforms, and prepared audio and video equipment such as headsets and cameras. Enterprises and residents can communicate with the staff of the service windows through intelligent network technologies like screen sharing and image interaction to “break administrative boundaries but keep administrative subordination relationship intact”.

“Screen to screen” can achieve “face-to-face” communication. With remote virtual windows, the remote guidance can be achieved so that enterprises and people of Haiyan and Jinshan can obtain the same quality and same effect services at the offline service windows located where they stay. At present, 28 kinds of Jinshan’s administrative services can be provided in Haiyan and 31 kinds of Haiyan’s administrative services can be provided in Jinshan.

In the days ahead, Haiyan will further expand the online service scope and provide cross-provincial services online through “remote virtual windows” to better serve enterprises and people and the high-quality integrated development of the Yangtze River Delta.
