Recently, Competitiveness Think Tank etc. issued the “Monitoring Report on Counties’ Development of China 2023” in Beijing, and released “Top 100 Counties and County-level Cities of China in Comprehensive Competitiveness 2023”, according to which Haiyan ranked 73.

The monitoring and evaluation indexes of the “Report” are involved in economic strength, sci-tech innovation, green development, people’s life quality, social governance, etc., and the monitoring and evaluation of a county’s development is made on the basis of the comparison and verification of relevant data.

Since the beginning of this year, Haiyan has earnestly implemented provincial and municipal decisions and arrangements such as three No. 1 projects, “ten major projects” and efforts in four aspects to strive to take the lead, focused on the implementation of the year’s main work, intensified “efforts in three major aspects” and made “improvement in three aspects”. The county was honored as one of top 100 counties and county-level cities of China in investment competitiveness and high-quality development this year, and has made continuous achievements in building a national culturally advanced city and a national-level model county for ecological progress.

Those achievements demonstrate local economic development resilience and vitality. In 2023, the county attracted and fostered a number of high-quality projects and enterprises such as Novartis-a global nuclear drug leader of Switzerland, and the second industrial park of Danfoss- an international industry leader; five enterprises were identified by Ministry of Industry and Information Technology of China as the “little giants” that are specialized and sophisticated and produce new and unique products; 56 enterprises were identified by Zhejiang as provincial-level middle and small enterprises that are specialized and sophisticated and produce new and unique products; the number of provincial-level “invisible champions” and provincial-level middle and small enterprises that are specialized and sophisticated and produce new and unique products remained the first in Jiaxing; newly listed companies totaled three; Haiyan was encouraged by the provincial government of Zhejiang. In 2023, the county made new progress in sci-tech innovation;  Qinshan Nuclear Power, CNNC, won a Standard Innovation Contribution Award of China; the isotope preparation and application technology center was identified as a provincial-level engineering research center and a sci-tech achievement as the provincial-level major sci-tech one; the county won four provincial-level sci-tech progress awards; the county’s R&D intensity reached 3.38%; the growth of the R&D investment of the industrial enterprises above the designated size took the lead in Jiaxing and the proportion between the R&D investment of the industrial enterprises above the designated size and their operating incomes were the highest in Jiaxing.

In 2023, Haiyan focused its efforts on the construction and improvement of major transportation projects and on the major breakthroughs in the transportation infrastructure construction to make transportation play a more important role in the new development pattern. In March 2023, the first pile of the Hangzhou Bay Bridge of the high-speed railway Nantong-Suzhou-Jiaxing-Ningbo was built. The expressway (Phase I) connecting Haiyan and Hangzhou-Pudong Expressway and the South-north Lake Interchange of Hangzhou-Pudong Expressway started their construction; the Expressway (Phase I) between Jiaxing and Haiyan was under rapid construction.

Today’s input is tomorrow’s output. The county has achieved new reform progress, established the first pre-litigation compensation mediation mechanism for intellectual property cases in Zhejiang, taken the lead in the coordinated and integrated construction of government service areas, stayed at the forefront in terms of “imperceptible monitoring” business indexes, “comprehensive and integrated” administrative law enforcement reform indexes, and one-time resolution of business environment issues in Zhejiang and Jiaxing, been identified as a national pilot county of marketizing rural collective commercial construction land and succeeded in striving for seven national-level pilot reform projects and 44 provincial-level pilot reform projects. The county’s three practice cases have been honored as the best ones of Zhejiang.
