Ten Measures Issued in Haiyan to Create the Optimal Business Environment

  • Several days ago, Bureau of Human Resources and Social Security of Haiyan issued ten measures to optimize business environment to remove the last bottlenecks for local human resources and social security departments to better serve enterprises and people and create a quality, convenient and effective service environment.

    Those ten measures have been made to benefit enterprises and people, provide favorable policies for enterprises, help enterprises attract and train more professionals, carry out digital reforms and create a more convenient public service environment, an opener market environment and a more fair legal environment to improve enterprises’business environment of the whole county.

    In terms of serving enterprises and people, this bureau will improve the service items of public service platforms, make more servicesbehandled on an inter-provincial basis, help people access more government services via a single website and a “single card”, provide integrated services, strive to realize the “rapid report and approval”and “intelligent examination and approval”, set up special service windows to handle difficult issues and go to the people for their claims and settle their concerns, for example, when people encounter problems, they have to run about for solutions, or they don’t know where they should go to settle their problems, etc.

    In terms of favorable policies, this bureau will gather all the policies beneficial to enterprises and convey them to enterprises once for all through the labor security officials of towns, sub-districts, villages and communities. Measures will be taken to digitize the service platforms in operation, get rid of the barriers of service systems, simplify the procedure of paying subsidies to enterprises, such as the subsidies for enterprises’attracting talent, the unemployment insurance premiums that should be returned and the subsidies used for enterprises’creating new jobs, implement the system “enjoying favorable policy without application”, accelerate the distribution of the subsidies used for enterprises to hire more employees and the subsidies given to the enterprises for their female employees’maternity leave.

    According to those ten measures, the bureau will organize a series of recruitment activities such as “Campus Recruitment”“Your Jobs in Haiyan”and “Spring Wind Action”, online recruitment and online introduction of jobs, strengthen the cooperation with major enterprises and major projects, arrange special liaison officials to serve the enterprises that greatly need a large number of employees, strengthen the construction of “1+9+N”market systems of part-time jobs and build a service platform for “online+offline”part-time jobs.

    In order to attract more professionals needed by enterprises, this bureau will implement the mechanism for attracting projects, investment and professionals, organize the road shows for high-level professionals to build a bridge between professionals and enterprises, universities and sci-tech institutions, improve the mechanism matching universities and enterprises and know well enterprises’needs of professionals to make targeted recruitment of professionals so that enterprises can recruit the professionals they need urgently.

    This bureau will continue to improve the policies concerning skilled professionals, provide more subsidies for them, reform the evaluation system of skilled professionals, organize more skill competitions, upgrade Technical School of Haiyan to Advanced Technical School of Haiyan, improve employees’vocational skills and renew the knowledge of market entities’laborers to improve their vocational skills and their ability in starting businesses and finding jobs in an overall way. The bureau will work harder to strengthen the development of the vocational skill training organizations, give play to the role of online training organizations, encourage them to develop more courses suitable for the vocational training of the employees of micro and small enterprises, attract more people to participate in vocational training and make vocational training achieve a great effect.

    In terms of digital reforms, this bureau will expand the application of “QR Code of Talent”, enrich the contents of the “e-card system”, give full play to the role of construction workers’bank cards that ensure their salary, accelerate the construction of “Senseless TV”and upgrade the driving license test system to provide full-chain, close-loop and precise services and supervisions and enhance the service quality with the help of digital reforms.
