Economic Development Zone of Haiyan was set up in July 1992 and upgraded to a province-level economic development zone in August 1994. With the adjustment of the administrative divisions, Economic Development Zone of Haiyan (Xitangqiao Sub-district) was established in October 2010, and now the administrative management system is shared by both the Economic Development Zone of Haiyan and Xitangqiao Sub-district, and a new development pattern that the port, industry and city achieve integrated development has come into being. With a core area of 58.02 square kilometers, 13 administrative villages (communities) under its jurisdiction and a permanent population of 92,000 including 52,000 migrants, this development zone (sub-district) is located in the center of the Hangzhou-Jiaxing-Huzhou Plain, in the core of the Greater Area of the Hangzhou Bay and in the center of the Yangtze River Delta with the strongest development vitality in China.

This development zone is a manufacturing city with prosperous development. As the main platform for Haiyan’s industrial economy, it has intensified efforts to develop manufacturing industry, and has attracted a large number of high-end foreign investment projects from such companies as AP (Air Products), Amphenol and Valex of the USA, Cooper and Turner of the United Kingdom, FNA of Italy, Domo of Belgium and such leading enterprises as Shanying Paper, Concord Sheet Steel, Lazzen, Sanjiang Chemicals Company and Rijiu Optoelectronics. Driven by digital economy and supported by the advanced manufacturing industry, this development zone has achieved tremendous development in strategic emerging industry, and the industrial structures concerning 5G technologies, electronics, information, high-end equipment manufacturing, new energies, new materials, port-based industries and logistics have come into being. Its comprehensive power has stayed in the “first group” of all the provincial-level development zones of Zhejiang for five consecutive years, and it has been honored as a best development zone in investment environment in China, an advanced development zone of Zhejiang, and a pilot unit in implementing the “System of Industrial Chain Chief” in the industrial chains of provincial-level development zones.

This development zone is a smart city with a brighter future. In the development zone there are 87 national-level high-tech enterprises such as Shanying Paper, five provincial-level enterprises-based research institutes, 17 provincial-level enterprises-based R&D centers, 132 provincial-level sci-tech small and medium-sized enterprises, three national-level and 26 provincial-level “little giants” that are specialized and sophisticated and produce new and unique products. Its 13 enterprises such as Shanying Paper and Yulong have established cooperation relations with universities and research institutes. The development zone has created a “Smart Bay” Industry Community-a pilot community applying the community management model to managing industrial parks through the Party building, constructed an “industrial park brain + digital factory”, developed the APP “Future Industry Community” Online that has been included into Zhejiang’s “‘Regional Innovation for Provincial Sharing’ ‘One Account’ S0” digital economic system. The development zone has constructed 27 county-level digital workshops and factories and digitally upgraded nine fastener companies. Its two enterprises Liangxin Electrical Appliances and Shanying Paper have been included into the pilot list of future factories of Zhejiang.

This development zone is a happy city with beautiful environment. With the urban balanced development, it has constructed and upgraded a number of infrastructure facilities like Anxin Apartment, Kindergarten of Economic Development Zone, schools for nine-year education, culture and sports centers, Elderly Care and Service Center of Xitangqiao, Xitangqiao Branch of People’s Hospital of Haiyan, neighbourhood centers, etc. Newly-built Haicheng Future Community will become a new urban landmark of the zone. This development zone has upgraded Food City Block, Old Street of Xitangqiao and industrial blocks, constructed nine large parks such as Ancient Town Park and Yuelai Yuemei Park, fully implemented “one-stop service” reform and put Haiyan Center Serving the People into use. This development zone has been awarded a provincial-level Beautiful Model Town, Pilot Unit of Low-carbon (Zero-carbon) Towns (Sun-districts), Ecologically Friendly Sub-district, Health Sub-district, and Model Sub-district in Controlling and Preventing Illegal Buildings of Zhejiang.
