Located in the east of Haiyan, Wuyuan Sub-district is the place where the People’s Government of Haiyan is located and serves as the political, economic and cultural center of the county. With an area of 65.87 square kilometers, 184,878 permanent residents (according to the seventh National Census), including 56,700 new residents and a registered population of 133,000, this sub-district has 17 communities (including one rural community) and eight administrative villages under its jurisdiction. The office of the sub-district is located at No. 128 Zaoyuan Road (M).

In 2022, its GDP totaled 17.6 billion yuan, and general fiscal revenue 1.834 billion yuan. Based on the development advantages of the service sector, the sub-district has vigorously developed urban economy and accelerated the development of modern service sector. The added value of its whole service sectors in 2022 reached 12.85 billion yuan, an increase of 5.0% year on year, accounting for 73.0% of the GDP. The sub-district has always adhered to the principle of seeking progress while maintaining stability, strengthened and developed emerging industries and upgraded traditional industries and promoted economic stable and good development. By the end of 2022, there were 64 enterprises above the designated size in Wuyuan and four listed enterprises. In 2022, the total industrial output value totaled 12.284 billion yuan, an increase of 7.8% year on year; the investment in manufacturing industry totaled 449 million yuan, a year-on-year growth of about 40 per cent.

Wuyuan is an ancient city with a long history. Established in 717, Wuyuan is an ancient city with splendid culture and a 1,300-year history. It is the hometown of Zhang Yuanji- the founder of Commercial Press, Zhang Youyi-a national industrialist, Zhang Leping- the creator of children’s comic strips of China and Yu Hua -a famous writer. Local residents are honest and kind, and folk culture and art are rich, for example, the sub-district boasts famous Haiyan Opera, Rolling Lantern of Haiyan, A Song of Seawall Constructors, which now have become famous characteristic cultural brands of Haiyan.

Wuyuan is a new coastal city. Located in the north core area of the Greater Bay Area of the Hangzhou Bay, the New Costal City of Wuyuan has a coastline of six kilometers and a planned construction area of about 13 square kilometers. In 2014, it was approved by Ministry of Housing and Urban-Rural Development as the only national green and ecologically friendly model city in Zhejiang, and now it is an important platform to propel the construction of the Greater Bay Area of the Hangzhou Bay. Moreover, the Costal International Resort of Haiyan is under rapid construction.

Wuyuan is a culturally advanced city. It has been constructed into a National-level Civilization City, a National-level Health City, a National-level Garden City and a Provincial-level 4A Scenic City. In 2022, its urban air quality rate reached 94%, and green coverage rate in the built-up urban areas reached 43.01%, so it won a collective award for its outstanding contributions to ecological governance during the period of the “13th Five-Year Plan”. 2021 is the 17th year for it to succeed in creating a safe and harmonious social environment. At present, it is working hard to revitalize its ancient city by improving Qiyuan Garden, “eight parks” and moats, and supporting the Fish Scale -like Seawalls to apply to be listed as a world cultural heritage site to build the whole urban central areas of the seat of Haiyan into a “magnified version of Qiyuan Garden”.

Wuyuan is a famous city of culture. It has attached importance to cultural development, built the Enterprises’ Cultural Branch of Innovative Medical Industrial Park, Constitution-themed Cultural Park and Haixing Sports Community. In 2022, two new smart studies of urban communities were put into operation; Wuyuan continued to promote the construction of the “15-minute quality cultural life circles” in all 25 villages and communities, provided targeted cultural services, organized 320 cultural activities in the form of theme activities, rural art performances, and online live streaming, benefiting more than 150,000 people; it continued to create quality cultural brands, for example, three works such as Human Cry received strong supports of the county-level cultural quality projects; “All the Way to Wuyuan” won a bronze award of Zhejiang Tourism Song Contest themed by “Picturesque Zhejiang”; “Easy Space·U Classroom”-a public welfare program was ever praised and affirmed by the minister of Publicity Department of the CPC Provincial Committee of Zhejiang.

Wuyuan is a secure and peaceful city. In 2022, it continued to improve the “141” social governance system and integrated command rooms, assigned 185 full-time grid workers to meet real requirements, discerned and controlled the risks arising from abnormal migrants, took rectification actions on transferring civil cases into criminal cases, arranged sufficient migrant population coordinators based on the population proportion of 1000:1, pushed ahead with the “eliminating risks and ensuring security” work, and vigorously investigated and rectified the hidden risks and dangers, and 8,634 hidden risks and dangers were rectified. In 2022, Wuyuan continued to adhere to and develop “Fengqiao Experience” of the new era to improve mediation work systems; Wuyuan was honored as an excellent unit of creating rule-of-law sub-districts of Jiaxing; “Three Brothers”, a local mediation studio, won the title “People’s Mediation Studio of Zhejiang”; all levels of people’s mediation committees handled 749 disputes and conflicts, with a mediation success rate reaching of 99.6%. In 2022, Wuyuan continued efforts in cracking down on frauds, heresy, terrorism, organized crimes and drug-related crimes, in integrating self governance, smart governance, rule of law and rule of virtue, and in improving the security satisfaction rate, awareness rate and participation rate of the safe construction. 17,661 people participated in a prize answer activity themed by identifying and preventing frauds to guard the “wallets of the elderly” in 2022, and the number of the participants of this activity ranked tenth among 1,390 towns (sub-districts) of Zhejiang, and 9,000 people in total used the anti-fraud APP.
