Qinshan Sub-district of Haiyan is located on the north bank of the Hangzhou Bay. Emperor Qin Shihuang (the first emperor of China) once climbed up the mountain here to enjoy the East China Sea during his tour, so this region was later named Qinshan (shan in Chinese means a mountain) and is well-known for it is the site where Qinshan Nuclear Power Plant-the first nuclear power plant designed and established by the Chinese people is located. With a total area of 58.67square kilometers and a permanent population of 34,500, it has five villages and seven communities under its jurisdiction. In 2022, its GDP totaled 3.936 billion yuan, and its per capita disposable income of rural residents 44,886 yuan, a year-on-year increase of 5.9%.

In recent years, the town has achieved rapid economic and social development and has been honored as a national-level industrial model base of new industrialization and model town free of heresy, and a province-level characteristic town, high-tech industrial park, innovation development zone of the modern service sector and model sub-district in constructing rural cultural auditoriums, and has created a development pattern with good economic benefits, integrated urban and rural development, and high-quality ecological environment, greatly improving people’s life and stable and harmonious social development.

With a developed sea-river combined transport system, Qinshan is well located. Its new areas are only two kilometers away from the central urban areas of Haiyan. Within the sub-district there are National Highway No. G525, Wuyuan-Yuanhua Highway, Qinshan Avenue in the south and Liupingshen Waterway in the north, three river wharfs, one offshore wharf, Shanghai-Hangzhou Expressway, Hangzhou-Pudong Expressway, Shanghai-Jiaxing-Huzhou Expressway, Hangzhou Bay Bridge and Jiaxing-Shaoxing Expressway. It is 92 kilometers away from Hangzhou to the south, 118 kilometers away from Shanghai to the north and approximately one-hour drive away to Hangzhou and Shanghai. During the period of the “14th Five-Year Plan”, the construction of Nantong-Suzhou-Jiaxing-Ningbo High-speed Railway will start, so will the intercity Shanghai-Pinghhu-Haiyan Railway, which will make Qinshan’s location advantage more prominent.

Qinshan is culturally rich. Qinshan is also known as Qinzhushan and Qin Wangshan. Since the first Emperor, Qin Shihuang, ever visited here, there are many beautiful legends and relics about him such as “Qinshihuang Temple” “Qinshihuang Road” and “Qinshihuang Monument” and many intangible culture heritages such as “rolling lanterns” “A Song of Seawall Constructors” and “Tiger and Butterfly”. Recent years have witnessed Qinshan’s efforts to construct and improve cultural auditoriums and characteristic exhibition halls of each village, organize characteristic activities, improve culture teams, implement cultural projects benefiting the people and hold large-scale festival activities every year, which has greatly enriched people’s cultural life.

Qinshan is the birthplace of China’s nuclear power plants. The first nuclear power plant designed by the Chinese mainland -Qinshan Nuclear Power Plant is located here. After more than 30 years of development, this nuclear power base has built nine operating units with a total installed capacity of 6.66 million kilowatts and an annual output of electricity of about 50 billion kilowatt-hours. Now it has become the largest nuclear power base in China with the most nuclear power units, the most abundant types of reactors and the largest installed capacity. Relying on the advantages of this nuclear power base, especially the only two commercial heavy water reactors in China, this sub-district has vigorously developed nuclear power-related industries and nuclear technology application industries and constructed a nuclear technology application (isotope) industry park. With the settlement of the a number of projects such as the project from China Isotope and Radiation Corporation, this sub-district will be built into an agglomeration of nuclear power-related industries, a demonstration zone of the integrated development of enterprises and the regions where those enterprises are located, and a pilot area of the isotope industry.

Qinshan is a model sub-district in rural revitalization. In 2006, comrade Xi Jinping, then secretary of the CPC Provincial Committee of Zhejiang, came to inspect Beituan Village and suggested “three models”. Over the years, this sub-district has fully implemented the rural revitalization strategy and now it has taken the lead in modern agricultural development, urban and rural overall development, beautiful countryside construction, etc. in Haiyan. It boasts such characteristic agricultural industries as the production of vegetables, fruits and flowers, and its public services like the elderly care, education and medical treatment are excellent and balanced, and its rural tourism is thriving, for example, its Nuclear Power Sci-tech Museum, and Nuclear Power Town have been built into national 3A scenic spots; it has constructed a number of beautiful villages such as Wenxi, Beituan and Fengshan as well as two tourist routes: “Beautiful Rural Tour” and “Nuclear Power Sci-tech Tour”. Yongxing has been awarded a national-level beautiful and habitable model village, and Beituan a national-level civilized village and a national-level model village in rural governance .
