A Profile of Towns and Sub-districts of Haiyan County

With five towns and four sub-districts, Haiyan covers a land area of 595.57 square kilometers and has a permanent population of 466,000, including 383,400 registered residents. Located in the east of the county, Wuyuan, a sub-district, is the political, economic and cultural center of the county. With an area of 65.87 square kilometers and a permanent population of 184,878, the sub-district has more than 17 communities and eight administrative villages. In 2021, its GDP reached 16.474 billion yuan and total fiscal revenue 1.37 billion yuan including 1.102-billion-yuan general public financial budget revenue; the per capita disposable incomes of urban and rural residents amounted to 72,239 yuan and 45,326 yuan respectively. With a permanent population of 90,200, including 50,100 migrants, Xitangqiao, a sub-district, covers an area of 58.02 square kilometers and has 13 villages and communities under its jurisdiction. In 2021, its GDP reached 10.105 billion yuan; the total industrial output value of the enterprises above the designated size reached 43.715 billion yuan; the investment in fixed assets 6.9 billion yuan, and the actual utilization of foreign capital USD 203 million. Qinshan, a sub-district, got its name from the First Emperor of Qin (259-210 B.C.), who ever mountaineered here to look into the East China Sea (Note: “shan” in the name of Qinshan means the mountain). The sub-district is famous for Qinshan Nuclear Power Plant here, which was China’s first nuclear power plant designed and constructed independently by our country. Covering an area of 56.9 square kilometers, Qinshan has five administrative villages and seven communities with a permanent population of 30,800. In 2021, its GDP reached 3.757 billion yuan, an increase of 9.7% year on year; the general public financial budget revenue amounted to 234 million yuan, an increase of 2% year on year; the per capita disposable income of rural residents totaled 42,385 yuan, an increase of 10% year on year. As the north gate of the county, Wanghai, a sub-district, covers an area of 54.55 square kilometers with six communities, four administrative villages and a permanent population of 31,000. In 2021, the GDP reached 3.768 billion yuan, an increase of 8.4% year on year; the total industrial output of the enterprises above the designated size reached 11.818 billion yuan, up by 22.2% year on year; the total financial revenue reached 425 million yuan, including 253-million-yuan general public financial budget revenue; the per capita disposable income of urban and rural residents increased by 10.5% year on year. Located in the northwest of the county, Shendang, a town, is only 15 minutes’ drive from Jiaxingnan Railway Station. The town covers an area of about 66 square kilometers with 11 administrative villages, one community and a population of 41,000. In 2021, its GDP reached 2.435 billion yuan; the public financial budget revenue reached 125 million yuan, and the per capita disposable income of rural residents reached 40,780 yuan. Economic Development Zone of Baibu covers an area of 59.25 square kilometers with ten administrative villages, one community and a population of 53,000. In 2021, its GDP reached 3.872 billion yuan, an increase of 10.5% year on year.; the total tax revenue reached 530 million yuan, including the general public financial budget revenue of 280 million yuan; and the per capita disposable income of rural residents reached 48,430 yuan, an increase of 11.4% year on year. Located in the middle of the county, Yucheng, a town, covers a total area of 42.96 square kilometers with eight administrative villages and one community under its jurisdiction. The town has a total population of about 31,000, including the registered population of 23,000. In 2021, its GDP reached 1.96 billion yuan, a year-on-year increase of 19.1% and the per capita disposable income of rural residents totaled 4,600 yuan, a year-on-year increase of 9.9%. Located in the south of the county, Ganpu, a town, is well-known for its South-north Lake Scenic Area, a province-level one. The town covers an area of 77.6 square kilometers with 13 administrative villages, one community and a population of more than 38,000. In 2021, its GDP reached 2.523 billion yuan; and farmers’ per capita net income reached 45,074 yuan. Tongyuan, a town, is located in the southwest of the county with an area of 69.13 square kilometers, 14 administrative villages, one community and a registered population of 42,000, including 7,300 migrants. In 2021, its GDP reached 2.509 billion yuan, a year-on-year growth of 9.2%; the total financial revenue reached 313 million yuan, a year-on-year growth of 26.72%; and the per capita disposable income reached 43,910 yuan, an increase of 11.7% year on year. |
