The reform of people’s access to government’s services has been deepened. The county has endeavored to combine and optimize the administrative approval and examination items to help enterprises realize their convenient access to government’s services. The enterprises are allowed to just provide five or six kinds of materials for registration and a “one-day-registration service window” has been set up for business registration application. Till now 803 enterprises have finished their online application and registration, and 92.6% enterprises have finished their registration online. In terms of deepening administrative approval and examination reform, this county first canceled in Zhejiang the examination of the construction drawings (including the issues in meteorology, civil air defence and fire prevention) of the construction projects before their administrative examination and approval, and implemented the self examination and promise systems, shortening 7 to 10 working days for joint examination of the construction drawings in the construction permit stage. The county manages to provide agency services to reconstruct the administrative examination and approval procedure and establishes the first agency service center of Jiaxing for administrative examination and approval. Since the establishment of this center, the process of enterprises’ investment projects has been greatly shortened. In addition, this county has published the first “Procedure for Optimizing Business Environment” of Jiaxing and “Publicity Procedure for Optimizing Business Environment” and organized each town and government department to introduce their own publicity procedures according to their own situations to meet the requirements of enterprises and people, provide normalized services and optimize the business environment in a sustainable way.
