Since the beginning of the year, Haiyan has stepped up efforts to improve business environment, attract major investment projects, and invest more to drive social and economic high-quality development.

In the first nine months, 53 and 4 new industrial projects each with a total investment respective up to 100 million yuan and one billion yuan have held the opening ceremonies for their construction, both ranking the first in Jiaxing, and Haiyan’s all provincial-level major projects and those in celebration of the 100th anniversary of the founding of the CPC have done the same. In order to push ahead with the construction of major and key projects, the county holds joint opening ceremonies for major projects every quarter to promote economic development and upgrading, and strengthen economic development potential.

The smooth progress of major projects reflects the high quality of local business environment. This April, this county took the lead in Jiaxing to establish Haiyan Projects Promotion Service Center (HPPSC), deepened the reform to provide services for enterprises-invested projects and implemented the integrated service system and project promotion mechanism. At the administrative examination and approval center located in Haiyan Government Affairs Data Office, the “Comprehensive Service Window for Enterprise-Invested Projects” has been set up for investment projects’ examination and approval consultations concerning accepting enterprises’ application for administrative examination and approval, and government departments’ examining and approving the application backstage. By the end of this September, HPPSC has received 865 applications, and examined and approved 846 ones.
